iirc the Jaguar's voice over is an older Rocket Buggy voice over.

 

It is the Beta Rocket Buggy Lines.

 

Also it would be nice if we could also add more lines to the Lasher Tank (IIRC the Technical's Audio is the same VA as the Lasher Tank)

 

I have the voice set and it does sound very close to the Lasher's.

I dont know if this is a bug, but you can reverse-engineer the Terrorist (from the Red Menace paradrop) and build them.
