There is a bug where structures hit by the blackout missile don't come back online. This has happened to my barracks, war factories, and base defenses. I 99% sure this is caused by the blackout missile, but not completely sure. It has happened in every game against the Foehn

You guys pretty much nailed the Skirmish AI this time. They are smart, but not too aggressive on the easier levels, but I think the AI should be building a bit more power plants. I destroy one power plant and the base powers down.
