According to official website's Factions page, Riot Troopers are in plate armor and are immune to Dogs and Spooks, however, in real game, they are in flak armor, and Dogs and Spooks are actually really lethal to them, this bug remained for years since the release of 3.3.0

And in 3.3.3 version, Morales sometimes cannot kill the pilots of Tier 1 & 2 vehicles.
