What to prioritize Overcharge on?

So, ATM the Overcharge AoE is kinda small, and as Russia or Soviets in general, I like having alot of Tesla Troopers. Is it worth proritizing the Tesla Troopers rather than Tesla Crusiers in a fight?

 

The Tesla Troopers shoot tad slower but they have identical damage when I look at it. You can also affect much more Tesla Troopers than Tesla Crusiers with Overcharge. 

 

The Tesla Crusiers on the other hand can start hitting the enemy from a far distance and fires at a faster rate but you can buff only 9 at max. 

 

So supposed im fighting a balanced enemy ground force, do I prioritize the Tesla Troopers or the Tesla Crusiers?

Im a guy who thrives with numbers and I like theorycrafting alot. Since the rulesMO.ini cant be accessed by us, I went to the website to check individual units and I found the information lacking. 

HP, armor type, range, speed and price are all there but it lacks alot more things like: Damage, Rate of fire, etc.

For example, I seriously think Tesla Cruisers are preety, meh. They cost alot and it seems their damage isnt good. 
 

I would want to know the exact stats of the Tesla Crusier, like Damage per shot, RoF, the short circuit duration, etc and the exact data what the armor types do and the bonuses the weapons have. 

May the devs post some insight so we could accurately compare units rather than using annecdotes and observations?

Russian late game help

Im currently struggling with Russian late game against HQ and China. Mass Nuwa Cannons + Sentinels and Colossus and Basiliks ruin my day. Wolfhounds die instantly and I feel, more Rhinos are better than less Tesla Cruisers. 

 

Any tips?
