i fixed the problem by uninstalling the launcher and red alert 3 and reinstalling them as well as unhooking and re-hooking

I installed red alert 3 via steam and origin and get the same error ca public key patching routine failed error when i try to launch red alert 3 with the C&C:Online Launcher  my operating system is windows 10 32 bit if that helps
