Yes, it's perfectly possible.    You will have to use the "hook" option so that you can launch the game from a shortcut that has the -mod command in the command line parameters.

I try that to play shockwave mod and rise of the reds , when i press on the shortcut of mod it didn't start , but if I didn't use Hook , mod start but cant connect to online 

try run "C&C Online" as admin and on windows XP SP3
