So the discord chat just helped me out, turns out it may just be due to the fact that I don't have the "Extra Saved Game Fixes" enabled in the Mental Omega client. I will confirm this when I try it out

Okay so I can confirm this is the issue. I put some ore miners onto the island to get rid of the ore where the MCV is meant to deploy and then the AI managed to deploy it without issues.

So I think I might now what the issue here may be. Each of these islands have an ore deposit, if you take too long in picking one of the islands for the base then ore ends up filling up the islands (which can happen quite easily because there is no base with an ore miner on these islands).
