I have a feeling it has something to do with running in admin. Try that and see if it works.

That's odd actually. I have gotten that error for Worldbuilder a couple of times but that was because I wasn't running as admin. I don't know if it is the same as for the game or not..

Do you have a proper options.ini or messed up skirmish profiles?

You might want to install the clean version included in my signature. It's probably a bad game.dat.

Not sure if you got this fixed or not but I did the following and my BFME2 now works on Windows 10 and yes I'm sad enough to still have all the discs for all the games!
I updated the options.ini file like you have done so already, I unchecked the box that said "read only" when clicking properties on the main installation folder in the hard drive. Then I got the "You need to have a directx version 9.0 error" then I updated all my graphics drivers and I'm playing the game again.
Hope that helps, if not people seem to be having more success using the download links in The Smoking Mans signature.
EDIT: apologies for the bump but I found the above worked for me so just sharing
