That Siege Master is interesting. Just with that gear piece he got personality. I see that this guy has an interesting ability in the TT which consists in assigning bonuses to squads. Quoting from 1d4chan on him:
His options are similar to a captain's, except that he doesn't get terminator armour. His main difference (other than default wargear) is the ability to give any unit in the army either furious charge, tank hunters, interceptors or monster hunters for the whole game.
I don't know if this can be fulfilled to some degree by targeting squads with a perma-bonus of choice, or just going with the usual squad bonus when attached.

These siege marines are cool but I think that if they're going to replace the assault marines, they need both ranged and melee weapons. Fortunately the model which is used for them has these weapons, but not sure if they are applied to the right hand. Also repaint that helmet with the rest of the body, they're not so special.
Still the tactical marines need some kind of big shield as a last tier upgrade but I think this is something to carefully plan because the animations of the model may prevent a good attachement.
Now I've seen that the LR Prometheus is an option for the "siege army". But reminder that IF favorite LR is the Achilles, which hasn't been featured yet. Two options of LR? Not too bad as a choice indeed.

Another peculiarity if they go full siege tactics is that the basic troops do not deepstrike from drop pods, althought terminators can. They are more of a foot slogging army.
Siege marines are so bulky that only fit in a LR it seems.

The librarian specific powers as described in Deathwatch rites of battle, may be handy to get some character to him. Pick three as usual?
The Golden Son: The Librarian is transformed into a radiant figure suffused with the power and nobility of Rogal Dorn. Friends witness a glorious sight not seen since Rogal Dorn himself walked amongst Men, while enemies see the fiery harbinger of their doom.
Into the Crucible: The Librarian calls upon the spirits of all those Imperial Fists who gave their lives at their Primarch’s side during the battle of the Iron Cage. The blows of his enemies are turned aside or healed by the incarnate force of his ancestors.
Noble Praetorian: Reaching into his soul and his genetic inheritance, the Librarian channels a portion of Dorn’s noble spirit, making himself a champion of the weak and a defender of the just.
Stonebane: The Librarian channels the will of Dorn into an attack so terrible that no wall or fortification will be left standing. The ground quakes, the skies darken and the air itself screams as a mighty etheric hammer manifests itself in the Librarian’s grip.
Ultimate Sacrifice: The Librarian channels the selfless spirit of the Imperial Fists into himself, causing fate to deliver blows meant for his fellows to strike him instead.
Wave of Penance: The Librarian reaches into the ether and draws forth all of the pain suffered by his ancestors in the self-imposed atonement of the pain-glove and a hundred other such rituals. In an instant, ten thousand years of penance is unleashed upon his foes, every iota of pain ever felt by the Chapter turned back upon its foes in an unstoppable blast wave.
