I had posted this on Suggestion topic but no one talks about it. maybe it's too big to discuss on that topic? so, I make my own topic.
here the link of fix. it's a map, move it into Maps/Custom: https://drive.google...ragdn4SDEC-JyBh see the last date modified on the drive.
test it and let me know. is it good or not. :) fast way to test it is walling a barrack AI and capture its MCV

This is gameplay option file for people who want to play this on other maps. move it into your "(MO Directory)/INI/Game Options" (It will cause you a cheater message so Free Radar.ini have to be backup first.)

remove all the AI when you play skirmish. It's possible to play solo on any maps without any AI (Except obviously Co-op and Challenge

I need AI's mcv to capture. there's nothing change if you didn't take any mcv or others subfaction's factory.

I make a pic. what units you'll get when captured a tech but not the MCV or Factory.

I know it seems unbalanced on this pic, but all of these are required to improve another balanced and fix the stolen base system.
I don't good at English to explain everything here (that's why I use a pic instead of text.), try the map and you will know.

Well, The MCV can be repacked anyways. It's still hard to get just one MCV. everything I have done is just only about the Cavalier on USA. that's really weird to me. just imagine Russia,USA are only factions in the battle, and the USA is saying: where the fuck is those Cavaliers came from, I didn't even have it. and after that 3 minutes, the 4 Harrier appear to strike a Chrono Miner to death. USA like WAAAAAAAAAT. (xD lmao)

Update:

*I think this is the final version now.

-Unique Tech Buildings are now unbuildable for Stolen MCV. (You have to capture them in order to reach T3)

-You will get nothing from stealing the same Faction's MCV. (only thing you need is Unique Tech Buildings)

-MCVs are no longer buildable for different faction stolen base. (ex:You can't build Soviet MCV from Soviet War Factory if you are Allied.)

 

now, It's even harder to steal a base than the old system and also fix the bug.

You can now test with allies AI now. (use Psychic Beacon at the center to capture AI building)

Isn't that a bit too punishing, considering it's hard enough to capture MCVs in the first place?

I think Foehn+Cloning Vat is way too cancer. make MCVs are unbuildable would cure this a lot. also, build multi MCVs that wasn't yours is weird. (imagine someone is LB but having 5 Epsilon MCVs, 1 Foehn MCV. Stolen Base should be easier to destroy than your origin base. not this)
about unique Building are unbuildable now. It about fixes the bug. I have to enable permanent access to all tech on MCVs for the fix. I had let these unique buildings are buildable in previous versions and It not goes so well. ex: if you are Russia and have got LC's MCV you'll get permanently LC tech even that LC's MCV was destroyed.
You can still get T1,T2 if you only manage to capture another Faction's MCV. (same Faction MCV you will get nothing. edit: accualy RU got Halftrack, LC got Demotruck, CN got Borillo)
and about Stealing a Base, on PVP that's impossible anyway. It would not be a problem if I made it harder just for the vs AI. ;)
