Well yea, in a cutscene they do.
But ingame GDI has an ORCA and NOD a APACHE chopper. Ofcourse there are also A10's , C17's and Chinooks. But the F22/23 were not ingame in TD, so they'll not be here either.
In brighter news, the orca and apache will probably be so cool, that you prolly dont want the F22/23 cause the F22 is allready in Generals. (And pretty lame IMHO)

C17's can't be used by a player in the original either.

True, true.C17's can't be used by a player in the original either.
But they played an important role in the game, delivering NOD vehicles. And that's exactly what we'll be using them for.

i wich way you will create the airplane delivery? with an OCL that dies on Itself and spawn the plane (and the vehicle in it) or a simple animation?

You can use the spawn creating OCL, and have the plane fly through. I can help with that, if you need some.

make himspawn an object that has an OCL to call reinforcments like that tech building that gives the the builded tank\object

If I'm not wrong, there is a mod that replaces the US Comanche with the GDI Orca, complete with GDI symbol. 
Check the downloading section of CNC Matrix, and ask the creator of the mod whether they can use the unit, then it will make life easier for the Second Dawn team.

Thats why you make the cargo planes take only 1% damage from all weapons. That way, AA still shoots at them, but can't actually shoot them down

hey wait what if u like build anti air by the spot where the nod base is then it blows up plane before delivery?
i did that on a online game when some guy was using supply centers and his planes got shot down by mass gatling guns ......
