SWEETNESS! Maybe they can be built by capturing some tech structures? For example, like a town hall (same scale size with the Command Centers) in some maps. If you're one of the Allies, you get the French dudes, when Soviets, you get partisans, and Axis, you get some Hungarian guys, what do you think?
