Is it possible to combine 2 mods this way, get the new sides files and put them in a new mod for example: files of cnc holland placed in nukers reborn

It's not that easy. Combining two mods takes a lot of work, as you have to copy a lot of things. Plus, unless you are doing it only for your own enjoyment, most mod teams don't like you messing with their work that way.

Well, when it comes to writing an expository essay about counter-insurgent tactics, I'm of the old school. First you tell them how you're going to kill them. Then you kill them. Then you tell them how you just killed them.

You would need to actually code all the units of one mod into the other in order to have both. You can't just run both mods at the same time. That is GUARANTEED internal error territory.

If you code it incorrectly, though...boom. Error.

Although tbh I wouldn't advise doing this, for reasons MM pointed out.
My advice would be to create a mod of your own, exactly how you want it.

I suggest trying some tutorials from GenDev. You need to be proficient with the INI files to attempt something like this.
