I have a couple ideas for militia so here they are.
1. generals ability; citywide ralley; wide area/all garisoned structures/all buildings send out some ammount of militia base units based on rank.
2. Unit; pruswasive propagandist; can capture units
3. idea; 2 levels of garrison barely protected (kind of like a booby trap is undetected untill a unit comes by then they go into the next mode and attack, only thing is that when in this mode they take some percent of damage to building) full garrison (regular garrison)

it would be cool if you gave the militia a giant catapult that shot a bunch of cinder blocks onto an area of the map like a super weapon type thing. hehehe.
