My opinion, as in the majority if not all of the Slaves VS Refinary polls, is that slaves give Yuri character and makes their income different.
This is a good thing.
Making all the sides the same defeats the point of having more than one. The typical excuse always seems to be "but you can kill slaves easily with a sniper or seal!" but you can kill an undefended ore truck easily too!
Hell, AYUAM has three sides, and all three have different primary and secondary methods of gathering resources! If you so desperately NEED a refinary, play as a different side.

Anyways, Yuri had nothing to do with the Tiberian universe so it doesn't matter what he has, other than he gets annihilated by the end of the story.

This is a useless off-topic post, but it's called TIBERIUM, not Tiberian. No offense to you O-Bolt, but how hard is it to spell a word correctly for a game you so greatly like?Tiberian

Back to topic: Why give Yuri an ore refinery? There would be no point, and (I think that) no one would use it if you can use the slave miners...
I believe that that is just a waste of a country special.
