It seems you are having trouble understanding many things they say in tutorials, so if you need help just ask and say what part you do not understand.

You can just change the 'value' after the definition of the macro
#define WILD_LUMBERMILL_BUILDTIME 3030 = value
WILD_LUMBERMILL_BUILDTIME = macro
You need to save the new definitions in \data\ini\object\gamedata.ini or something like that, because you cannot overwrite the original file
spell cost as in from the spell book?
most are defined in Science.ini, but some may use 'macro's' as value

There are some advanced guides on the website you can read, However your primary language isnt english and this may be difficult. Although, Any problems you encounter you can bring up on the forums.
There is a basic modeling tutorial on the website, If you havent already checked it out.. I suggest you do.
Also, What is your primary language?
