Check out the Tutorials at www.the3rdage.net
There should be one for that purpose.
You'll need FinalBig and Asset Builder.

I would help more but I am late for class.

Make a copy of one of EA's palentir and icon images and open in photoshop. You'll need to download the Photoshop DDS plugin made by nVidia.

The portrait is 192x192px, the icons are 64x64px. It's best to create new files that are those sizes, make your portraits and icons then copy and paste into the EA copy.

You have to add the new file to the asset.dat

Then to code them in. In the EA INI.big file, there's a folder called mappedimages and in there are a bunch of files relating to portraits and icons. Go into the heroui folder and create a new ini file (or copy an existing one).

In order below is Portrait (HP), Icon (HI) and an ability/power (HS)
MappedImage HPJumong
  Texture = HSJumong.tga
  TextureWidth = 256
  TextureHeight = 256
  Coords = Left:64 Top:192 Right:128 Bottom:256
  Status = NONE
End

MappedImage HIJumong
  Texture = HSJumong.tga
  TextureWidth = 256
  TextureHeight = 256
  Coords = Left:0 Top:192 Right:64 Bottom:256
  Status = NONE
End

MappedImage HSJumongAbility
  Texture = HSJumong.tga
  TextureWidth = 256
  TextureHeight = 256
  Coords = Left:0 Top:192 Right:64 Bottom:256
  Status = NONE
End

Then in your hero's ini file (in object/whatever/faction/units), you add

SelectPortrait = HPJumong
ButtonImage = HIJumong

as the first thing in the file after

Object GondorJumong
; *** ART Parameters ***

Make sure SelectPortrait and ButtonImage are not anywhere else in the file, if so then delete them.

There is also the dds converter which I think is available on the downloads section.

Sajjid, heroes DO take time to create. Skinning, modelling, binding, coding etc all take time.

What do you mean by failed? What went wrong?

I'm a mapper, not a modder really. And modding is very different from creating software, that's called programming.

Yes, 3DS Max, Photoshop, GIMP, FinalBIG, Renx, Gmax

BUT

All of them take time and practice to learn...
I myself can only use FinalBIG,but i'm learning to skin and model :unsure:

If you want to create this hero (or do any modding, really), you have to take the time to learn how. I believe you were told in this thread that asking someone else to make the hero was not accepted here.

If you truly want this hero created, you must take the time and effort to learn how to create one yourself.

If you do need help with it, read the T3A Tutorials. If you don't understand something, DON'T ask for someone to do this for you. You don't learn how for the future, and you waste everyone's time. Most of us here don't have a problem with helping people out when they run into trouble. We DO have a problem with people who don't try anything on your own. If you don't understand something, try it first. Once you've tried it yourself, tell us what went wrong and ask for help. If you've actually tried something and can't get to work, we'll help you.

I used to be {AE}Manveru, if that rings a bell.

Start simple, If you must jump in and add a new unit right away make it simple, a variation of an existing unit. (a new type of archer for example) using the same model and stats of the original archer for starters. Once you can do this relatively easily then you can venture onto more complex units/heroes
