according to the lore, it would be best to place Radagast at the Beorning Inn faction.
The beornings were half-animals, and Radagast was more interested in beasts than humans.

So Rohan is a no-go, imo. Radagast just wouldn't fit in the dwarven faction.

He doesn't fit much with anything, but on instinct I'd say he's Dwarven due to where he lives. He'd be more canonical as Elven but they have shitloads of heroes already, if you'll excuse my language.

Then he could serve as an Inn hero for Elves and Dwarves, geographically he was closer to the Mirkwood elves and had little association with the Dwarves or the Men of Rohan. Dwarven strategies don't depend on Magic but excellent melee forces.
I will remember Rhovanion Alliance, RIP .

He could fit in as an Elven-inn-faction hero...But that's not an option.

Perhaps just stick him in the Inn as the Legendary hero for the Rohan faction. Personally I'd be happiest if he went to the Dwarves because of geographic association and some friendship ties, other than that I'd be okay-ish with him being a Mirkwood hero or a Rohan one.

Radagast lived in Western Mirkwood near Beorn. So it feels like he would work best in their inn. Then again he was selected by the Vala Yavanna, the Vala of growing things, so the Ents being tree herders would seem to be on the same side as Radagast. Where are the Ents? Right in Fangorn, but they are on the Rohan faction. So I would say indirectly Radagast could work either in Rohan or in Beorn's Inn. Not to mention, you kind of have to give him to Rohan, because Rohan is the only faction without a really good hero (besides Radagast of course). However, like I said, he can go either way to me. As long as he doesn't go to the Dwarves. Imo, Radagast didn't have much time for Dwarves, simply because he was to busy with his beasts and birds. Lastly, are you aware Radagast is op? Once he hits level 5 he's invincible. If you mount and dismount and remount, then Radagast gains his health back. On top of that when he becomes level 10 he can summon an eagle, mount summon another, dismount and summon another. Making him an unstoppable force literally.

That's a bug which hopefully will be fixed.
I think it makes sense to have a Rhovanion Inn Faction. Beorn, Radagast, Beornings, Huorns, one or two Mirkwood units, etc. For now I'd keep Beorn in Dwarves and Radagast in ROhan/.

WHO GIVES A F*CK. So is Azog, and you can have four different Kings of Arnor from different generations fighting side by side. Seriously, it couldn't matter less. Why play as some dumb descendant when you can have the real thing? You have to think about what people want to see in the mod, and what is more fun and playable. Nobody gives a shit that he died a little while before, especially since some of the maps and battles are based on The Hobbit anyway. Bard and Beorn instead of dumb generic archers/dwarves.

are you aware that not everyone shares your view? this should be clear by the fact that there are quite a few people fighting you on this.
and yes it does matter that he was dead. dead people do not fight wars. *gasp!*

the arnor faction spans a very long period of time. long enough for there to be different generations in the faction. the wotr does not last that long. besides, every hero in the mod was alive at some point during the war in which they are fighting.

and once more, just because you dont care that he is dead, doesnt mean that other people dont either.

I can't see why he would fight for Rohan, never have and probably never will. According to me he fits best in with some kind of "Beoring" faction, although I wouldn't use that name, I would appreciate something more geographical like "Vales of the Anduin" so that it would sound better together with the likes of Rohan, Gondor an the Southern Fiefdoms. "Rhovanion" as Hasfusel suggested might work too, although that is the only thing I agree with Hasfusel about.

Okay, first of all, Rad is not the weakest. He is third place. Saruman is the most powerful, Gandalf is second, Romestamo is fourth, and the "weakest istari" placement goes to Morinehtar.

Second, Rad lives in Rhogosbel, Mirkwood. This town is closer to Dale than it is to Rohan, but is ultimately Woodmen (the fully-human people living in Carrock) property. So, if "He should be in both Dwarves and Inn's Carrock Alliance" were an option, that would have been my vote. He is generally with the Men of Dale and Woodmen (closer to Woodmen) is what all of this means.
