IRS = Internal Revenue Service (i think)...basically equivalent to HM Revenue and Customs (aka Inland Revenue) - the taxmen, to you and me.
That is why they're universally loathed. Although pasidon's post is true - it doesn't matter who kills you, or what kills you, you're still dead.
