Ore and Gems now randomly spawn on all maps, custom ones included.

Since the Soviet War Factory has over 12 units(13 for now :thumbsupsmiley: ) it has a new "upgrade" to switch its commandset, this upgrade costs nothing and requiers no time to be built.
