What's stopping you from migrating to Ares? We can't implement it unless you tell us!

As far as I'm aware, AI build speed can't really be changed, just what they build for what purpose. I think they already build bases insanely fast. You could try putting your structures currently in PrerequisiteTech= into PrerequisiteFactory= along with the war factories and see if that influences the AI to build them sooner.
The AI clearly doesn't bother with TechLevel= so messing with that will most likely do nothing.
I would also recommend not using TibEd. I learned coding by diving into the INIs and figuring it out, watching others and trial and error.

value of 1.0 means normal construction rate like players, just note that difficulties are in reverse when it comes to player and AI.

That too. Totally forgot that bit. Well I suppose you could try my idea if you want the AI to somehow build the Lab before the War Factory for whatever reason.
Is BuildSlowDown relative to the human player? I.e. If you're trying to build slower than the AI that has that set, will the AI adapt to attempt to 'out-slow' you?
