Sparta's "allies" where those whom they conquered. It is just a matter of phrasing. Try googling Peloponnesian League and see what you'll find. A lot of states joined (or were conquered?), but I'm not sure if you could get any information for units out of that information.

There is a mod called "The Peloponnesian War" :p for Mount and Blade.

Since we're not really interested in balancing at the moment, there are no specific values set.

The Idea is however, that they will be virtually battle tanks. Extremely high armor and damage, but they would move very slowly. So to do any sort of movement you would need to break formation, and risk being taken out by missile fire.

So essentially that, damage and armor :p

Since you're using bfme2, is it possible to give enemies a greater bonus when flanking too? It would make support troops much more important.

I've never experimented with how well the flanking system works personally, as I don't use it myself, but it's part of BFME2 so I'd imagine it's possible.

About 4 hours in total. Kwen did the ground texture pretty quickly too.
