I think they mean lore-wise in the campaign. The website description of the cyborg prototype says they're the result of Chinese cybernetic experimentation using reverse engineered technology from when they briefly held Volkov and Chitz captive in Dragonstorm. Will the Chinese be using those cyborgs in the campaign against the player?
