Cryo Commandos, they lose easily to higher tier infantry like Pryos, Navy SEALs, Desolators, and Duneriders(not to mention against some stolen tech infantry that has anti-infantry weapon like Cyborgs) due to their range which is nothing special and slow rate of fire combined with their attack which does meh damage.

Soviet Hospitals, the medical bunker things in single player.
What exactly do they do?

Tech Hospital like in RA2 where you can send it in to heal the infantry once it popped out.

Allies:
Abrams - Easily loses to basic Soviet tanks, and AT infantry.
Soviets:
Tesla Cruiser - Compared to other T3 units in other Soviet faction, I find it lacking in terms of AI and AT power and it barely beats a Qilin Tank.
Epsilon:
Cant really think of one. They all seem strong and fitting for their role.

Abrams Tank, Pretty much the same reason posted above. They feel too weak for T3 heavy tanks.

I think all of the units serve their purpose effectively if handled correctly.
Abrams Tank when microed can eradicate incoming brutes, the only problem with Abrams Tank that it can die to heavier T1 tanks.
I wouldn't say that Zephyr > Speeder Trike. Speeder Trike is precise and it's fast, it can evade even Zephyr attacks. Speeder Trike is very cheap so its power is in its numbers.
Tesla Cruiser is a rather good unit I have to say it again. It's anti-infantry and anti-armor + that EMP effect can change things. Imagine that 5 Tesla Cruisers shoot at a single Nuwa. The Nuwa will barely have a chance to shoot back. That little EMP effect doesn't seem to be that efficient, but it is, especially against slow units and against units whose ROT isn't too good (Nuwa). And remember that the USSR has Overcharge which buffs all tesla weapons, including Tesla Cruiser.
The effectiveness of a unit depends on many factors: map, situation, opponent's faction etc.. It's hard to decide which unit serves its purpose in the most effective way. For example: Scorpion Cell units aren't that efficient on maps with lots of chokepoints. Chinese units aren't that efficient on maps which barely have chokepoints and because they are slow, hit'n'run units don't even have to engage them in combat. I think it works more or less as I said. Certain factions are rather "universal", if I can use this word to describe them, because they have units for every event, but they don't excel at any kind of strategies and tactics. Example factions: PsiCorps, USSR

The Abrams really just feels....underwhelming. Take a look at the Catastrophe for example. A general purpose front line unit and it can easily destroy enemy T1 and hold its own against T3. Abrams would lose to Rhinos and Qilins most of the time. Its laser gimmick is preety meh since AT infantry would still easily take them out. (unless its the brute)
Same with Tesla Crusiers, yes they are preety good in a 1v1 situation but when armies clash, Nuwas would just decimate entire groups of even T3 in one volley. The Catas has way more damage output than the Tesla Crusiers. Overcharge does help but it will be replaced by the Perun in BR2 and even with Overcharge they just seem not to pack enough punch. IMO they are the weakest T3 Soviet tank.

maybe the abrams is best suited for hit and run tactics? It is less expensive than the catastrophe

To be honest I haven't played BR1 that much, but I know that I got rekt by players who could use Abrams very well (UprisingJC for example).
In the closed betas the Abrams was among the most powerful units, but it received too big nerf.
