Are you sure you copied it to the right place? Your log shows exactly this

CAQuietExec:  The system cannot find the path specified.
CAQuietExec:  Error 0x80070001: Command line returned an error.
CAQuietExec:  Error 0x80070001: CAQuietExec Failed
CustomAction CopyLotrbfmeLcf returned actual error code 1603 (note this may not be 100% accurate if translation happened inside sandbox)

I put the files in the install directory for my BFME2. I should prob mention that I always have issues running .msi installers but I resolve it by running it through cmd(admin). :/
