You don't need XCC Mod Creator for your modding efforts yet, that is only for compiling a neatly shareable exe to share the mod conveniently than bunch of files, for basics your better off just placing the files in your RA2 directory, hva,vxl,ini,shp etc, once you have better grasp of basics you should dump the files into mix files/or move to using xcc mod creator for cleaner folder.
XCC Mod creator doesn't literally create a mod so you are likely confused and only dragged artwork/files to its sections but did not build the exe so you see nothing at all in the game.
Other thing is that artmd.ini/rulesmd.ini apply for YR while non-md ones apply to basic ra2 which might be another thing to fail in.
