Problem solved. Just needed to put

ModelConditionState = USER_8
Model               = guaragg_n_skn ;,; 
End

after all of the other ModelConditionStates

I just tried "select and link" tool. I bound the model to the bones, except for the spear, selected the spear, clicked "select and link" and dragged the spear to the bone then exported the model. The spear still shows all the time.
I must have messed something up, so I will try again tomorrow anew.

EDIT: I tried, but it did not work.
