I read somewhere it was a complex system of mirrors designed to create the illusion of a mirage, so a low-flying plane would have difficulty spotting the ship.

It would not be made of mirrors, but would deploy them when the sub was on the surface. It would confuse early search planes. Can you imagine how history would have changed if the U-Boats had it!? Christ, the war would have stalemated by 43.

Not before Churchill would have been kicked out as Prime Minister and replaced by a more complacent person. Remember, the war at sea was not going well at this point, and after Dunkirk and Rommel running around Africa blowing up everything he sees, the English had only one hope: merchant shipping from the US. How many ships would have been lost before a) the people running them (who were civilians) would quit, b) all the shipping would have been sunk or c) England would have sued for peace?
