Would it not be possible to have an integer variable, lets say x, which when a unit is created is increased by the population cost of that unit, ie. x+5. Whenever a build order is issued to a minifaction the variable's value is checked and only if it is low enough will it be carried out.
When a unit dies, the variable would then have to be lowered by the value of that unit.
The units, though, would have no "real" food cost, the cost being mentioned in the string.
This probably wouldn't work, but its an idea nonetheless.

When you build a mini-faction building, your initial Command Limit goes up? Say: you start with 200 and it goes up by 100?
Or is this only do-able for BfME2?
Also, will the Command Point cost for each battalion be the number of units in that horde? Say: a battalion of Gondor Soldiers has 5 units, so its CP is 5. But, horsemen should be 10 CP because there are also five horses in the battalion.
I think this would be better than raising the max CP, because this way you know exactly how many units you have on the field. Then again, it's just more work for the coders =(
