Avatar - claw or cost
Suicide bomber - Just remove it, not needed
Radar - Make the command posts give you radar and not start
Commando - Give more personality and usfulness
Venom - Make it have ammo but not to littel.
Pitbull - Pittbull is good but needs a MG and not rockets, morter is fine
Tech Center- You should need a war factory in order to build one of these
Vapor Bomb- Make it cheeper or stroger
Beam Cannon- make it usfull
Infantry - Make them more usfull fighting armour and buildings, also make tank rounds on them weaker to encorage "squishing" (not a big improvment but a small one that is noteable)
Sound - Ad the screaming sounds from the first CNC for candy and "awsomeness"
MUSIC --- NEED I SAY MORE! ;-) makes me feel like a mechanical man

As far as I know, naval units were never promised. They're just for campaign.What ever happened to the mutants? and the naval units (that were promised)?
Mutants can be found if you capture the Mutant Hovel tech structure.
Note that this may have changed since I last checked.

Increase Construction Yard health
Increase power output by 400-500% (Why? Cause I don't like a ton of power plants cluttering up my base)
Double reactor upgrade output
Reduce speed, increase damage of Nod Fanatics
Slightly decrease Scrin shielding
Increase tiberium and spread value
Increase Refinery and Silo capacity dramatically
Increase harvester health
Increase health of anti-infantry defenses
Increase autobuild time on Nod turrets
Increase aircraft speed slightly
Kill the shroud (easy to do, give the CY a vision of 9999, as you could in Gen/ZH))
Increase damage for infantry anti-armor weapons
Increase timers for support powers and superweapons (Why? 7 minutes is not long enough. Personally, I would set it to 20 or 30 minutes)
Decrease price on most everything
Increase spread for shockwave artillery
Increase efficiency of small arms vs infantry

Incrase Construction Yard, Super Weapons, War factorys, Barracks, and Airfields health.
Make the Railgun Upgrade do a bit less damage
Let the Mammoth cost $3000
Let the Avatar cost $2000
Allow the Avatar to upgrade from both your own forces and that of your enemy (if he's Nod)
Incrase Avatars damage slightly
Allows Power Plants do create slightly more power (otherwise you have 20 or more Power Plants)
Allows Power Plant upgrades to also create slightly more power
Reduce speed but incrase damage slightly of Fanatics
When Scrin units are upgarded with shields, they get 50% more health instead of 100%
Incrase Refinery and Silostore amount
Incrase Harvester health
Incrase infantry and vehicle defences health slightly
Incrase Missile Squads damage and ROF slightly
Allow Rifle Squad to be build in larger numbers (means more health and damage)
Remove Flamethrower Black Hands and give them a Laser Chaingun like in Renegade
Drastically incrase damage of Shockwave Artillery
Incrase vehicle defences damage slightly
That's all I can think of ATM.

Move Radar to respective structures (Command Post, Ops Centre, Nerve Centre)
Replace Fanatics with Mutant Hijacker.
Reduce cloaking speed of Stealth Tank
Reduce firing round of Stealth Tank to 2
Increase rate of fire of Stealth Tank
Give Venom 6 Ammo instead of unlimited
Enable the respective Airpad buildings to hold Venoms and Stormriders
Give Devastator ammo of 3 (3 bursts of 8 energy bombs). After it runs out, takes 20 seconds to restore.
Give Stormrider 6 Ammo instead of unlimited
I've still GDI to look over though.
