Though Sam was at least somewhat affiliated with the elves. Frodo was everyone.

Who knows? But for gameplay sake, I doubt that will happen.
*sigh* Probably true. I just don't like to split up the hobbits, they work so well together.

I like my idea of having a Hobbit hero for each faction (an Orc for the evil ones) that can see the Ring, pick it up, turn invisible when putting it on, then take it to the Fortress for your chosen hero to collect. Also, I gave suggestions for their powers. See earlier in this thread.

It seems that the Ring System will involve each faction recruiting Frodo or Gollum to wander round the map trying to find it, right? Well, two things... One, it would be a little strange for each faction to have the same hero at the same time. Frodo could kill Frodo after battling a Frodo who had been wounded in a confrontation with Frodo who almost found the Ring but was killed by Frodo. Exactly.
Instead, each good faction's hobbit (Sam and Frodo for the Elves, Pippin for Gondor, Merry for Rohan and Bilbo for the Dwarves) could have the ability to discover the Ring. How about that? Arnor could have Bullroarer Took. On the subject of Hobbit Heroes, by the way, I think it would add a little more depth if they each had, say, two additional powers, or gained their powers at different levels. Here's what I mean.
Frodo
Toggle stone/sword
Lvl. 1: Fate (passive; Frodo can "discover" the Ring at a distance and pick it up; once he has the Ring this power becomes a Ring toggle)
Lvl. 2: Elven Cloak
Lvl. 4: Phial of Galadriel (causes nearby enemies to flee or be stunned depending on how light-sensitive they are)
Lvl. 7: Grim Determination (Frodo temporarily gains a boost to speed and armor; damn useful for rushing the Ring back to the Fortress)
Sam
Toggle stone/sword
Lvl. 1: Stunning Blow (frying pan bash that cripples enemy for a very short while) - note that Sam can't pick up the Ring but serves as a useful companion to Frodo
Lvl. 2: Elven Cloak
Lvl. 4: Lembas Bread (heals and adds small damage/speed bonus to nearby heroes)
Lvl. 7: Hobbit Rage (temporarily gains a decent boost to armor and damage)
Merry
Toggle stone/sword
Lvl. 1: Fate (passive; Merry can "discover" the Ring at a distance and pick it up; once he has the Ring this power becomes a Ring toggle)
Lvl. 2: Elven Cloak
Lvl. 4: Esquire of Rohan (passive; Merry gains a Rohan reskin and increases the recharge time of nearby Rohan heroes' powers)
Lvl. 7: Crippling Strike (cripples enemy hero and does strong damage; secretly does massive damage to the Witch-King)
Pippin
Toggle stone/sword
Lvl. 1: Fate (passive; Pippin can "discover" the Ring at a distance and pick it up; once he has the Ring this power becomes a Ring toggle)
Lvl. 2: Elven Cloak
Lvl. 4: Palantir Vision (reveals map but alerts your position to enemy; at this level Pippin also gains a Gondor reskin)
Lvl. 7: Troll Slayer (passive; does extended damage to trolls and troll heroes)
Bilbo
Toggle stone/Sting
Lvl. 1: Fate (passive; Bilbo can "discover" the Ring at a distance and pick it up; once he has the Ring this power becomes a Ring toggle)
Lvl. 2: Inspiring Courage (Bilbo and nearby heroes gain a small boost to speed, armor and damage)
Lvl. 4: Spider Slayer (passive: does extended damage to spiders and Shelob)
Lvl. 7: Mithril Vest (Bilbo becomes invunerable to damage for a short while)
Gollum could be for any evil faction except MotE, with generic orcs for the others.

Gollum ~ Mordor Hero
Lvl. 1: Fate (passive; Gollum can "discover" the Ring at a distance and pick it up; once he has the Ring this power becomes a Ring toggle)
Lvl. 2: Wild Stealth (passive; Gollum is permanantly stealthed like Mirkwood Archers)
Lvl. 4: Rage of the Ring (Gollum heals himself and gains a massive temporary boost to speed and attack; improves at Lvl.10; also deals knockback damage in a radius)
Lvl. 7: Dark Destiny (Gollum deals massive damage to an enemy hero)
Grish'nakh ~ Isengard Hero
Lvl. 1: Fate (passive; Grish'nakh can "discover" the Ring at a distance and pick it up; once he has the Ring this power becomes a Ring toggle)
Lvl. 2: Ambusher (passive; Grish'nakh gains a damage, armor and speed boost while in trees)
Lvl. 4: Explosive Mine (Grish'nakh hurls a tiny firebomb/mine that explodes doing damage in a medium radius; causes fire; good against buildings; radius of damage and effectiveness increases at Lvl.10)
Lvl. 7: Will of the White Hand (Grish'nakh can convert enemy hordes in a small radius for a small duration; at this level, Grish'nakh also gains a passive knockback ability in a small radius)
Karshak (come up with a better name; could use Gorbag?) ~ Goblin Hero
Lvl. 1: Fate (passive; Karshak can "discover" the Ring at a distance and pick it up; once he has the Ring this power becomes a Ring toggle)
Lvl. 2: Mountain Shadow (Karshak can make himself invisible as if he was using an Elven cloak)
Lvl. 4: Foul Rally (nearby Goblins gain a temporary boost to armor and damage, also gain resistance to fear; improves at Lvl.10)
Lvl. 7: Vile Poison (Karshak's attack becomes twice as powerful and deadly poisonous for a small time, highly effective against heroes; at this level Karshak also gains splash damage in a small radius)
Saleem (an weak assassin-type hero, actually; same size as any other man; looks like a cloaked figure; low health and armor compensates for cool assassin abilities; also more expensive than other ringfinder heroes) ~ Men of the East Hero
Toggle Sword/Bow
Lvl. 1: Fate (passive; Saleem can "discover" the Ring at a distance and pick it up; once he has the Ring this power becomes a Ring toggle)
Lvl. 2: Poisoned Shot (Saleem shoots a poisonous arrow that cripples and is effective against heroes and monsters; becomes a highly effective Barbed Shot at lvl. 7)
Lvl. 4: Stealthy Escape (like Wormtongue's escape power, although Saleem also gains a speed boost)
Lvl. 7: Royal Assassin (passive; Saleem can stealth in trees, gains a good boost to sword attack speed and damage and a low boost to bow attack speed and damage)

I have a convincing argument against Grishnakh, anyway. He called the Uruk-hai "the muck-rakers of a dirty little wizard." Ouch. No way is he going to serve Isengard. How about the scouting Uruk, Mauhur? Karshak is a good name for a goblin hero, though.

The fact that they are more expansive could be balanced making them able to "sense" the Ring better than others...

No, that's not the purpose of Nazgul at all.
Nazgul, however, could detect stealth, allowing them to swoop down and kill an unsuspecting, hiding Ringfinder if you know his general location. But they can't "find" the ring before a Ringfinder has found it. That's their whole point. The Ring remains hidden until a Ringfinder sees it.
