A lord with nobility and courage but weaker spirit, such as Éomer or Boromir, would use the Ring to maximum effect, gaining immense powers of leadership and domination, but eventually they would become a slave to the will of the Ring.
So when you are playing as any good race (including Arnor) the weaker the hero, the faster it should become to be corrupted, although some heroes, such as Glorfindel, Gandalf, Aragorn, Celeborn, Círdan, Arveleg, Galadriel and Elrond, cannot become overpowered by the force of the Ring and remain whole, although you could come up with some adverse effects such as sometimes randomly attacking their own troops after awhile. If you really wanted to pay attention to detail, you could make a special Ring power set for each Good hero individually, giving powerful magic attacks to wizard heroes such as Galadriel, Gandalf, Radagast and Círdan, leadership/weapon abilities for leaders such as Boromir, Éomer, Brand and Gimli, and a mixture of both for heroes like Aragorn and the other dwarf heroes (this is balanced because although there are no dwarves with exceptional will, Tolkein's writings say that almost all dwarves can use dwarf-magic to a certain extent, especially the Lore-masters).
If you play as Goblins, the idea could be that you have summoned up Sauron using the ring, but now control him using the power of his tool. Or, as someone suggested earlier, Drogoth could use the ring, or the lesser heroes such as Azog and the Great Goblin could wield it and not be corrupted.
Isengard could have it as only Saruman can wield the Ring, but to better effect than any other hero except Sauron. After all, he specialized in Ringlore all his life as a Wizard, and the army of Isengard is built primarily to recover the Ring for their master - Lurtz, say, or Sharku using it would make no sense.
Mordor and MotE use the Ring as normal, to recruit Sauron the Great and use him to dominate the world, although this would cost exceptional resources and time.
According to Tolkein, the one who controlled the Ring controlled the Ring-Wraithes (the Nazgul), but it seems hard to balance this fairly. Maybe they could all die or something when the Ring is wielded by a non-Mordor/MotE hero.
2: I like the idea of using Frodo or Gollum to find the Ring.
3: Bear in mind that we don't really want the Ring to dominate the whole purpose of the game. Or do we? (maybe we do, heh heh )

Hasfusel, it's not a good idea to insult someone else's work. Mods are made for personal use so I find it amazing that mod leaders (and their project members) release their work to the public for free. That was a choice that the mod leader made, so you have to respect that. And even if you don't, you sure as hell don't go posting about it. You can have an opinion, but publically posting about an opinion that is intended to insult someone does not make you look good.
You are insulting the amount of time and commitment that the G.E.M mod team put into that project -which was done just for fun. Feel free to give constructive criticism on it (like Rob has allowed us to do) but don't go insulting their effort and work. It was a stylistic (thanks AA! It was the second word that I screwed up ) choice made by the mod leader and you should respect that like you should respect Rob's choices for the mod (I'm not saying that you don't, by the way).
If you don't particularly agree with the mod, find another. You are in no way forced to play it.

Gondor: Isildur, son of Elendil
Elves: Gil-Galad of the Noldor
Dwarves: Durin of Erebor (or Bain of Dale)
Isengard: Some Olog-hai create-a-hero guy (name is your choice)
Mordor: Sauron (most obviously)
Goblins: Durburz the Goblin High-King (ultra-Gothmog of Goblin leader skin)
Angmar: Black Numenorean King (ultra-Aragorn of Black Numenorean skin)
Arnor: Elendil the High-King
Rohan: Eorl the First King (ultra-Imrahil of Rohan skin)
MotE: Suladan the Serpent Lord (see Harad King article for details)
THAT WOULD BE SOOOOOOOOOOOOOOOOOOOOOO PERFECT!
