Heh missed the 3rd question earlier, but that stuff would be explored/explained in campaign assuming that ever gets done :huh:

What i mentioned by asking about "small cities", i was more thinking about poorly cobbled together shanty town-like fortress that is controlled by the likes of the Freedom leauge.

Yeah FL rule the city ruins and such...they don't actually construct much city wise due to lack of funds and general paranoia so most money goes into war gear.

Some smaller cities (somewhat survived) are of course under protective umbrella of AL/FL and in case of FL acts as manpower source, you either join the core army or... may get killed/tortured on the spot or get expelled into the wastelands to seek your own luck as cause deserter.

AL are more harsh on civilians and expose constant martial law plus keep constant check. Unfortunately AL decides defense of civilians on the basis of profitability of the area, else they may just pull back leaving civs to seek help from FL or live by own luck. Civs usually mount garrison defense making small towns/cities a small fortress.
