You're half-correct. The custom started with George Washington and was made into a Constitutional Amendment by FDR following his own third term.

Well, FDR had just begun his fourth term when he died, which was why Truman basically had two terms despite only being elected once.

I think it's a terrible policy. It means you have four years when everyone knows the President's opinion can only be important in the short term, and it annuls the possibility of a truly excellent leader being in power long enough to enact a really useful or profitable agenda. The real problem is the USA's obsession with elected officials. There are some things that really don't need to be voted for. Chief of Police, for example, is a job best done by an experienced policeman with the consensus of the police themselves, not the largely uncomprehending or unbothered public.

Yeah, he got elected twice, that was surprising in itself ;)

Now with many dissapointed with Obama, I'd say Bush would stand a fair chance if he'd run again
