Granted, not quite the same as RJ, but still.
Though yeah, he should be more resistant to standard arrows and stuff. Magic however, should be his biggest vulnerability.

weaken him a little more still, and make him a permanent hero!

Why not have him as a hero then? Yes it would be OP but just give him a cost of 7500+
Yes. YES. YEEEEESSSSSSSSS!!! *evil laughter*

...Which means he's useless against elves, because silverthorns deal magic damage.
Oops, well, it's kinda illogical to make him weak to fire
Not as a hero. The goblins ran away from him, remember? The Balrog was pretty much unaffiliated, but he's just too cool to leave out of the game, so he's a summon.

I don't remember if the goblins fled from him in the book. Are we going strictly by the Peter Jackson films? A lot of stuff that wasn't in the films is being added to RJ RotWK.
Also, he could be added to Mordor instead of the goblin faction (which is where I'd rather see him anyway). Though goblins could keep him as a summonable, but that goes back to your argument. If we're going by the PJ films, why would goblins summon a creature they're afraid of? Wouldn't they run away as soon as he was summoned? There's really no difference there between a permanent and summonable balrog, then, as goblins should be afraid of him and not use him either way.

As a permanant Ring hero, that's how I thought it could stay
As long as he's permanent instead of summonable, that makes me happy! Should he be with the goblins, Mordor, or both?

If a Goblin player gets both the Balrog and the two high-tier Dragon spells, the enemy is going to be pretty hard-pressed
