But letting the player in the city start with ready-made buildings will hurt the balance as the other players won't be able to keep up with him. (Or is it the purpose? To make it more challenging for the attacker?). He might be able to overwhelm the attackers by spamming units from the very start, won't he?

Perhaps it should just be buildplots alone. If you want you can script it to build a building as the match starts, so the spamming isn't straight away.
That still won't solve the money issue: these buildings normally cost the player building them and this spent money is a major balancing factor in early game. Perhaps build plots would be optimal balance-wise.
(then again, if Dark Lord wants a more hardcore version that's fine too - he is the Dark Lord after all )

Or have the buildings prebuild, and start with 0 command points or disabled buildings, and until the enemy player builds some sort of place to get units from your barracks activates ect. or you get more cp
