As the posters above I'm running into the same issue on BFME2. I've followed all the steps posted here and opened the ports (tested and it says they are open) made exceptions into the firewall, I still do not get a green ping and cannot connect to other users.
- opened ports
- disabled firewall
- correct patch installed
- options.ini added with no mention of the 16000 port override (tried with it included also.)

Guys i had the same Issues like u. I solved all my problems and have the answer to allllll the questions and issues 
I just downloaded Hamachi which generates a network and no i play the game via network not internet and it runs perfect. You might have to switch of custom heroes but thats a small price for gaming fun

For anyone still having trouble logging in after trying everything that is suggested everywhere.
I had the problem that after clicking login it would take a while and then say cannot connect to the battle for middle earth 2 online.
For me the firewall of my router blocked 6665-6669 in it's firewall and apparently these ports are needed. So once I added these ports as an exception in my router firewall it worked.
