It is the Beta Rocket Buggy Lines.
Also it would be nice if we could also add more lines to the Lasher Tank (IIRC the Technical's Audio is the same VA as the Lasher Tank)

I have the voice set and it does sound very close to the Lasher's.

I think the Allied and Epsilon soundtracks are perfect and most of the Soviet tracks are extremely good, like Vigilante, Fantasy, Mind Prison, Construct, and Banished. 'Ownage' is a bit too much for my tastes though... it just seems really cheesy, repetitive, and overdone. Sonic Pain seems to describe itself a little too well, just because it's so rough, and way too repetitive, but at least it's a bit catchy.
Anyway, those two are pretty bad in my opinion, just because they seem really mindless compared to the rest. Otherwise, the soundtrack is fantastic.

Actually IMO Sonic Pain and Ownage feels the most fitting to Chinese gameplay anyway.

Some voices from units like the Charon Tank is so slow. It's a bit funny that they got to their destination, but they are still telling the voiceover so these voiceovers could be more faster. Just a suggestion.
I agree,Charon's voice set is just too funny imo.

The Battle Fortress should probably get a new voice as well, since the Scottish voice coming out of a Pacific Front unit is... odd.
I don't mind the Scottish voice. Seeing as the Allied armies are a combined army from many nations (ex. the Battle Fortress might've been designed by the Pacific Front, but there may be Scottish troops operating some of these units). Even though each subfaction is based out of a specific region it's not unimaginable that they might call in troops from other regions.
Plus there are many other units who's accents don't match the subfaction either. Ex. The medic is British, but used by all Allied factions. The Harrier, Prism tank, Mirage tank, etc are Europe-specific units, but have American accents. SEALs are used by all subfactions - not to mention most "generic" units (ex. GIs) just have a generic American accent regardless of subfactions, etc
Not to mention the other factions's units as well have the same issues (ex. such the Russian accented troops in the Chinese and Latin America subfactions, etc). Seems like this would complicate things more than it should need to.

I hear what you're saying. I was just pointing out that the same is true with some other units as well (ex. the Harrier, Prism Tank, Mirage Tank, which all have American accents). So the debate would be whether or not to scrap some of the more iconic, professionally recorded voice samples for lower quality samples just for consistency on the accents.

I like Ownage, reminds me of Grinder. Also, if you record additional audio, it would probably be best to not intentionally use out of place accents. (Australian accent for a Pacific Front unit sounds fine though.)

define what "alienating" means. Epsilon is the only faction that is not in any ways tied to an ethnicity or nation. They're probably the easiest to voice.
Also, I think Hell March is worthy of being in every faction's soundtrack.
