Health: 600
Melee Attack: 35-40
Powers:
1. The Loyal Servant (get's +50% attack when near Saruman). Level 1.
2. Wormtongue (just like Saruman's ability). Level 5-6
3. Poisonous Speech (-50% damage, armour, speed and attack speed for enemy hero). Level 8-9
And he should deal huge damage against Saruman and Theoden (if it's possible to code)
( And maybe a 10 level power called "The Throw of the Palantir" - unables the Palantir vision power, but deals lot's of damage against heroes )

I think if he costs that much he would never be brought. Why spend money on him, when for a few hundred more you can get the MUCH more useful uruk heroes?
Ugluk really isn't that useful imo, at least in most matchups. Grima's wormtongue should also be stronger than Saruman's: make it larger and also last a little longer.

Maybe:
1 lvl: Spy- hides in open terain (like elven cloak)
3 lvl: Backstab- quite powerful damaging attack with bonus agains Saruman and Theoden
5 lvl: Knife Throw- like spear throw but quicker recharging
7 lvl: Wormtongue- takes few battalions of enemies
10 lvl: Poisonous Words- takes possesion of enemy heroes. Only 3000 and less so no taking off Gandalf, Fellbeasts, Saruman or Witchking...or Elven Heroes.
Cost - 800
He have good abilities but VERY poor melee attack and he is weak, weaker even than Royal Guards in terms of health.
