But they use 70 for both horse AND foot... *sighs*
EA and their codes... :(
I beleive there's a bug here and it's probably been here all the time, mening that noone can use different settings for these guys. Not even with an unmodified game...

on the horse object, use the mounted one with the condition SET_NORMAL and the opposite on the foot one.... should, maybe, work....
alas, on the foot one and horse one, just have the SET_NORMAL.... but change the speed

This is the second time you deliver a simple, but oh so functional soultion to one of those PESKY lttle things that - in a "programming sense" - make this game a big compilation of weird EA codes!
THANK YOU for figuring that out. SO simple... but yet so unthinkful for me (you know when you spend to much time thinkin about something, you see nothing). Thanks! Suddendly there's also some USE to them riding horses now *lol* WOHOO!
Btw: u're in the credits now and even the splash (startup) screen
