i assume this means he would stand on top of the fortress tower (cant remember what its called, i dont use isengard) that you get as their final upgrade...
Yeah, well there are two ways I can see it being possible. I'm sure someone could model or attach Saruman to the top of the tower somehow for the visual effect so to enable it as an ingame power perhaps something along the liens of...
1) Research a tower upgrade, this will change the central tower scale or model to be similar to that of Orthanc (obviously it can't be as big as the existing Orthanc but could be a scaled down version of it). This would need to be expensive for balance purposes but not that much since you are removing Saruman as an offensive unit. It enables Saruman to be garrisoned in the tower.
2) Saruman is sent to the fortess in the same was towers are garrisoned. From then he appears at the top of the tower and can be removed at any time by pressing the releveant button.
3) Only when Saruman is at the top of the tower can a set of 4-5 powers be available perhaps part of their own set of buttons. My knowledge of coding is practically nothing, but I believe there are conditions that can enable certain options to become available which allow access to certain buttons/powers.
It would be a good idea and I like the powers too
But for voice of Saruman it should be like his speech power and give units around the wizard tower experience imo
Yeah that would be cool, it would turn him into more of a commanding hero as opposed to needing to be on the battlefield. Based on the following (appologies couldn't find english version)

We see that Saruman can conjur incredible power. We also know that from the scene where Saruman's army is revealed, that he possesses a somewhat commanding voice (hence giving him experience).
Not to drag this out, but alternatively if it was impossible to have Saruman stand at the top of the fortress, perhaps instead he could be garrisoned inside a larger tower that is constructed seperatly. This would probably make it easier to assign new buttons and also make it possible to give seperate upgrades.
Level 1: Vision of Palantir (lesser version of the spellbook power)
Level 2: Fireball (long range fireball fired from the tower)
Level 3: Experience (grant passive experience to bolster defence of the fortess)
Level 4: Stormclouds (lesser version of the darkness power, shorter timer)
Level 5: Voice of Saruman (control units in range of the tower)
Level 6: Lightning strike (same as fortress varients)

For Isengard, another way to do it would be to have Saruman also not buildable until you have wizard tower, and then he starts up on top. You need him to use lightning and some of the other powers that could be added. Also, you could remove him, at which time he would walk around like an old beggar in a cloak and hood, with evil men cah and wormtongue type powers.

i have to say that the idea is growing on me by the day. it sounds really cool now that i look back at it (more so than before).

-fireball
-speech (units near tower gain lots of xp and perhaps an attack buff)
-corruption (like his current take-over power but can be used over longer distances)
-storm clouds (perhaps to make it unique, lightning could shoot out at random places doing ok damage or maybe this power could need to be on to use his next one)
-lightning (like current fort power; one bolt comes down doing insane damage to a small radius)
-Industry (nearby buildings spawn units faster, gain xp faster, are just better in general )
-Exit (leaves the building and becomes a hero)

Saruman could also start white, and then become many colors when you get the wizard's tower. So Saruman<Gandalf<SomC<GtW
I'd go Gandalf<Saruman<SoMC<GtW but whatever...
As for Saruman becoming oMC, well I'd rather have an upgrade from the fortress or perhaps a pp power like anduril and GtW were in BFME1.

I would agree with that idea if you could make Frodo have something to make him more visible in an army because you could just sneak him in with some a couple Hobbit warrior and he would easily destroy the fortress. Either make him more visible or make his destroy ring power less powerful and not totally destroy the fort because then it would be too easy to beat the person.
Well, yah, if you go with literature he wouldn't have been recognizable though Imo, he just has low armor and a fairly long delay for the power (hopefully with a cool anim) but yeah, maybe he can have the CaH star. Of course, if you zoom in enough he's easily recognizable and has a hero icon on the minimap.
