But seriously, what is it used for? Mercenaries as kennethain said, perhaps (it does sound fitting)?

I thought the Noldor were kinda.... Greedy. Conceited. Always wanting more. But then again, I could just be getting that impression from Galadrial wanting the ring, and Maeglin and other things like that. And the fact that the Noldor LOVE shiny jewelry (yes, I know I am making generalizations).hmm I don't know if elves would be easily become mercenaries.. they're not really the greedy or aggressive type of race aren't they.. but the dwarves would be a good option I think.. hmm and some 'normal' human mercenaries I guess.. cuz if there would be elven mercenaries in middle earth, then there will be human ones as well..
edit: removed some typo's

Dale:
Dale's military might not be the most advanced in Middle Earth, but their economic power gives them the ability to upgrade their units sooner then the other races and giving them acces to mini factions earlier. Dale greatly benefits from their trading partners. For instance elven influence makes them handy with the bow and dwarven influence benefits their structures and armor. Another power for Dale will be the fact that they can use fast built but expensive mercenary's to bolster their ranks in addition to their normal troops.

Could this be your answer? It certainly looks like a large map, so maybe this might be the case. The minifaction plots are very hard to see as they appear as the actual ingame object rather than a black circle in WB.

Follow the paths to see them (i.e. the dead ends).

Edit: *hits self on head for not looking at the creator of the map* it could be that m@tt or another mapmaker on the RA staff hasn't put them in yet, because the map was made by someone who doesn't have access to them (I should think).
