Tom is very mysterious, but, like the Istari, he doesn't use powers of mass destruction. If he's able to do such things, he chooses not to. The Istari weren't allowed to use their full power in Middle Earth, either.
The fact is we don't know how powerful Tom is or how much power he would use (i'd expect he'd use no power,) but we know he doesn't get more powerful from the ring.

We could solve the Ring system by using Frodo and Sam as "Ring Heroes" only, for good factions! Frodo carries the One Ring and Sam is a slave unit protecting him. They'd be recruitable from the fortress that captures the ring, and if they make it across the map to the other side and off screen without being "killed"/captured, the evil guys will die in say 30 minutes (timer) when they reach Mount Doom. And if not, and if they're killed along the way, the Ring is once again up for grabs when Frodo drops it.
Gosh, that would be cool...

Lol... this is kind of like one of my random ideas I came up with. When you take the Ring to a good faction fortress, you can buy Frodo and Sam. Sam would be mostly a support character while Frodo would have the Ring. If you get Frodo to reach the enemy fortress, the entire enemy base blows up. In terms of a coding standpoint, this should be completely possible.
I like this, but instead of the fortress "blowing up" what if when Frodo and Sam reach the fortress it starts an earthquake (the one from the palantir powers) at the center of the fortress, damaging the fortress and the surrounding buildings. I think that might be easier to code too, since the good factions (except elves) have this power already!
