You realize you can pay tribute to human allies already? Hit the tab key while in a network game.
Yes I know... But this would be a more graphical way

You're joking, right? There have been multiple times when I've finished a skirmish only to find out that the enemy (and/or allies) ended up with almost twice the resources I had (mostly because mine were spent building a massive base and army.) Then again, I camp when I can as opposed to rushing.Well...have you seen how the AI hadles their finances? Not very well I can tell you that, they have like...at the most 4000, most of the time only a few hundred. They use ALL resourses for spurting out soldiers. So I can't really see the point in working on that so that you'll get like...50 resources from the AI every 20 minutes. I'm sorry, I can't...I just CANNOT DO IT!

The AI efficiency is offset by the players non-random build choices. The AI just picks one path of buildorders right from the start and sticks to it. If you ever find out, which possible paths there are, you'll be able to recognize which one they took after about 5 minutes and predict what it's gonna build and when pretty easily.

Just kidding
Still I think the main reason why we should have such a system is not to get money from your allies, but to have more "interaction" with your allies then only on the field of battle.

Easy for you to say, you coded it.If you ever find out, which possible paths there are, you'll be able to recognize which one they took after about 5 minutes and predict what it's gonna build and when pretty easily.
