So no flying units for Rohan? Well that makes sense...Rohan never had anything attacking from the sky, their wild card was the ents. Then treebeard should be like gwahir is for the elves. In other words, he should be much stronger. And the elves should only be able to recruit huorns...or maybe ents Treebeard should be able to counter attack a flying unit. Throwing acurate rocks or something. Smaug or some other dragon burning treebeard to death would be unfair to Rohan. At least he should be able to counter attack. This will solve the flying problem for Rohan.

Could Gondor have the Dead Army? It could be a small army, so that it's not overwhelming.

Gondor - Eagle (they came to help at the black gate)
Rohan - NONE
Elves - Eagle + Gwaihir
Dwarves - None (i gave them a raven spy power, similar to flock of crows or bats)
Men of Darkness - None (although they do have vultures that spy from fortress, not really a flying unit)
Isengard - None (crebain spy, same as above)
Moria - Drogoth (bats spy, same as above)
Mordor - 9 fellbeasts
If rohan wanted to counter flying units, they would have to use a combination of gamling (bow toggle), yeoman archers (they have that black arrow attack), and royal guards (bow toggle). i think eowyn and eomer's spear throw should work on flying units as well.

Maybe keep smaug to Moria, even though when you think about it. The balrog is better. This way you will avoid conflict with the summonable balrog mordor has.

Each faction should have one special unit that is powerful. Like elfes got Gwahir, and the dwarfes got a dragon and I think moria has smaug right? There hasn't got to be flying units in each faction. Just one strong super unit. I don't think mordor has one right? If we look past that they have to fly. Cuz Treebeard can't fly right? So what creature could be super for each faction.

I agree. Gondor needs a powerful unit and the Dead Army did play a big part in Gondor. Like I said, a small army of the Dead wouldn't be too bad.

back to rohan. what should gamling, hama, and theodred's powers be?
all should be able to mount, and i think gamling should be able to bow toggle (in the third film, i saw him shoot arrows)
someone previously recommended that gamling have leadership for militia swordsmen and spearmen, while hama has leadership for the royal guards.
since gamling is theoden's page in the films and puts on his armor, maybe he could have an ability that increases the armor of nearby heroes. not sure about theodred... he could have something similar to boromir's last stand, because when he fell at the fords of isen, he held on until eomer arrived. perhaps he could have a bog-standard battle rage power as well. hama could also have a detect stealth power, because in the films he was the first to figure out about the warg ambush (and he got owned)

Theodred would be similar to Eomer. No bounty power, of course, and probably no spear throw, just so they are different enough. Leadership, though, and maybe a train allies power, and a self buff. And of course mount.
For Hama, I'd say leadership to royal guard, and mount. A detect stealth is a cool idea, and would make him more unique and give him more of a purpose. He'd have long vision, I guess. Not sure what else for him. One more power would be fine, but not necessary.

If Gamling gets a toggle weapon, though, he'll need mounted and dismounted with sword and bow. So he'll probably need a new model, with faramir's anims or something. Not sure what other sword/bow toggle anim sets there are, besides lurtz. Haldir or the elven warriors might word if the sword swings aren't to elfish, y'know.
