Well the relevant parts in weather.ini , environment.ini & fxlist.ini are all identical. Even though each has:
WeatherData CLOUDY
HasLightning = No; Lightning for rain only. Bug #9644
End
I wonder what bug #9644 is...
The lightning appears to function in "CloudEffect" only. Makes sense, but where else is this defined and/or used? Hmm...
If you could find out which maps have rain & lightning in the campaign then that would be uself. :p

Those ini's were mostley identical to the ones in BFME 1 (i posted that a few 'posts' ago...) :p

the rain and lightning are caused by the Freezing Rain (or whatever it is called) from isengard ;)

No it wouldn't be a model, would be too hard to do it that way. It'd appear static. It's an FX, in the fxparticlesystem there are multiple ones for lightning but it's where they're connected and used in the rain which is the hard bit to find...

When you say lightning, did the screen temporarily flash white or did you see an actual bolt?

I was also talking about the white flash, just like in BFME1. I believe there were no bolts that actually hit the ground, nor am I really interested in that. I'm assuming that a fx can be created that intimates the white flash in BFME1? I just find it odd that the files in BFME1 & 2 are nearly identical... what in the world is stopping the white flashes from appearing in BFME2?
