Closest I can think of is in, 'Unfinished Tales', 'The Istari'. It says that the Five Istar were forbidden to use their full Maian strength against Sauron within the physical confines of Ea.
However, it's possible Gandalf/Olorin took out a loophole, when he fought - and killed - the Balrog. He wasn't fighting Sauron, or one of his minions. It was an entirely different beast.. nice trivial theory
