Yes, it was removed. Nothing replaces it. Gatling Cannon's back as AG/AA.
Oh, no. Why? I liked the Seraph a lot and i would prefer having AG and AA to be separate for a single important reason:
Having an overly expensive AG defense would be economically difficult for players playing against enemies that rarely uses aircrafts or doesn't prefer dropping para-units right under their enemy bases. Allowing them to exploit their weakness of expensive turrets. Which is the reason i don't play Red Alert 3.

Well, it's more that the Epsilon no longer have a power independent defense structure. Well.. except for the Tank Bunker, but who uses those?
See, you're saying who uses those. Besides Having a Tank Bunker along with a Gatling Tank is believe me, much more expensive than building a Gatling Cannon. So Epsilon gets 2 choices: 1. An AG and an AA defense structure that costs 800 and requires power to operate. 2. A Tank Bunker that costs 400$ along with a Gatling Tank that costs 700$ equals 1100$, but no power cost. All in all, both are economically difficult to manage for Epsilon. And by the way if you really think the Tank Bunker is worth of replacing the almighty Seraph, remove the Sentry Gun also (because of Battle Bunker).

It's a pillbox with initiate weapon. How is that better than a gatling cannon?
It doesn't cost power. It's cheaper. It does it's job against armor slightly better against Gatling Cannon.
Besides, if you really think Seraph is a P.B with a Psy-Jab, you can also replace the Pillbox with a Multigunner Missile Site and remove the Sentry Gun. So everyone can finally shut up.

We can make a poll, though. About whether people AG and AA to be separate or unified.

I already did and I know the results.
And i'm pretty sure you'll say unified.

well, when i first saw Gattling in YR i was impressed and liked it's AG much. though i'm afraid- what will be the handicap for it's returnment..
Separate AG and AA defense is better than sh*tty Gattling Cannon.
