It's the Decimator Tank from Robot Storm (it was also used in MO 2.0 as a stolen tech unit). As for the sidebar, I forgot where I got it (maybe from ppm forums?)

What is that tank? Also, what's with the sidebar?
The sidebar was originally made (rather late) by a Westwood employee who gave PPM guys some assets. I believe Mig Eater was the one who converted it to SHP.

Soviet Union fallen under mind controls. Allied Nations, gathered their last mightiest fleet. United, they made their last stand for defending the last hope of free will. They headed to Antartica, fought bravely, and never heard again after the end of the First Psychic War, along with announcement of victory from the Epsilon Army.

I still remember I was playing Soviet Russia when I deployed an outpost that was deployed by Stalin's Fist. Also, I was playing a Mercury Cannon IFV with its perfect shot of firing.
