I wonder, if the Allies are aware of the Soviet Psychic Amplifier in Chicago, as they're planning the counterattack in Americas. Even if they are, its destruction by chrono assault may be catastrophic, since it will free Epsilon out of Detroit and let them renew their rampage across the continent.

at what point did they state that they are going to retake the Americas ? the end briefing of relentless clearly stated that they are headed to the Antarctic to fight Yuri's main stronghold.

In debriefing of "Paranoia"/
Without this Amplifier, Yuri will no longer be able to steal the Weather Controller and use it against the Paradox Engine. The counterattack in the Americas will soon begin. We have also located a formidable Epsilon base near the Engine's current location.

Perhaps they will change their plans right now, especially given the fact, that Allies are probably outnumbered both by Epsilon and Soviets.

The Allies do seem to be focusing on Epsilon, compared to the Soviets and their infighting. I assume they simply recognise that Yuri is the bigger threat, and if they don't take his forces out then there won't be any point in trying to retake their lost territory. They've already had first hand experience of his long range mind control; a surgical strike while they still have a powerful force available (size-of-a-city Paradox Engine and its passengers) probably seems to be a better bet than getting distracted and having what's left of them nibbled away piece by piece... and they're probably worried about another Irkalla-out-of-nowhere incident as well.
The Soviets use (MOre) conventional tactics and technology, they can wait.
But, I do expect that Psychic Amplifier to become important somehow. Could the Soviets somehow modify it to try for a long range grab at Death's Hand? (Going on that previous theory that it's Yuri's weapon.) Grab it, attempt to use it for a last ditch strike against the Mental Omega perhaps?

I think that at the end of each campaign, each faction will win, cos if the allieds lose on the last mission, everything you have done in the last 24 missions will be for nothing (devs "thanks for laying our game"). Really, the only victory's the allieds have is stopping the production of the MIDAS and build the paradox engine and weather controller.
Actually, I think all of the factions will lose.
Only Foehn will win. Maybe.

Given the fact the Foehn campaign will probably happen after the three of the other factions, Epsilon can win its campaign... Right before Foehn's campaign and victory, which would ironically make them the one force to unify mankind's remnants, right like Yuri wanted, except ehre would be no mind control.

Remember that making every faction's campaign into a victory and keeping them all canonical and compatible with each other is a very difficult feat. The only Command and Conquer games to do so were Generals (which had the campaigns happen right after each other) and Tiberium Wars (which was pretty difficult to pull off and it wasn't the final game in the series). Mental Omega has simultaneous, canonical, full-length campaigns, and it intends to bring itself to a conclusion.
To my mind, having every side "win" at their final mission is virtually impossible.

let's think about it this way :
what do all factions want to accomplish in the end ? to conquer all of their opponents.
and what do we know for certain will happen ? Foehn will emerge out of the remnants of the Allies and Soviets.
so the ending may not be the actual "victory" they would've hoped for where they just win a glorious battle.
what if the ending of the soviets and allies is them banding together against epsilon to form the Foehn revolt (can be a holdout mission or whatever, like how Sunlight in Act1 ended) while the epsilon's campaign ending will be crushing what remains of the allies and soviets making them "obsolete".
